Abstract

This report has been prepared for the Congress of Local and Regional Authorities of the Council of Europe. An outline report was submitted in December 2016 and an interim final report in early March 2017. This document forms the final report for this project submitted on 21st March 2017.

The report has been prepared by Dr Jane Atterton (Rural Policy Centre Manager and Researcher) and Professor Sarah Skerratt (Rural Policy Centre Director and Professor of Rural Society and Policy)
