Abstract
With the Scottish Government committed to alignment with the EU's Common Agricultural Policy where practicably possible this concept considers how Scotland could adopt a mandatory component of the EU's 2023 CAP - internal convergence of payment rates of all support entitlements. The paper considers a novel approach of using Dry Matter yields of rough grazing to create adjusted adjusted rough grazing hectares (condensing rough grazing hectares to a standard grassland hectare) that could be paid a payment rate within the EU's mandatory 85% of national average rate.
