Demographic change and out-migration in rural and island Scotland

This report examines demographic change in rural and island Scotland, focusing on depopulation and out-migration. Using a mixed-methods approach, the research combines quantitative analysis of population trends across four case study settlements (Dunbeg, St Madoes and Glencarse, Bellsbank, and Gardenstown) with qualitative interviews and a national survey of nearly 400 respondents. Findings reveal that population mobility is shaped by structural constraints, including housing shortages, limited employment opportunities, and inadequate infrastructure, alongside personal factors such as cultural identity and community attachment. Despite existing challenges, strong place-based ties persist, highlighting the need for tailored, community-led strategies. Comparative insights from international policy interventions emphasise the importance of integrated, long-term approaches that balance economic development with cultural preservation. The report recommends a two-tier policy response: retaining local populations through improved opportunities and return migration pathways, and attracting newcomers via targeted international migration schemes to build resilient, inclusive communities while safeguarding local character.
